The purpose of this Regulation is to –
(a) State the principles and rules to support the recovery, processing, treatment and shipment of incoming goods at the end of their operation conditions;
(b) Provide mechanism for revenue collection and administration; and
(c) Provide legal framework that encourages waste avoidance and resource recovery behaviour.

The collection, collation and review of data on the management of healthcare waste and best-practice options for its disposal in FSM under the PacWaste project. Information regarding the waste management process occurring, from ward-level waste generation through to ultimate treatment and disposal was collected during audits of the four largest hospitals:
• Yap State Hospital, Yap
• Chuuk State Hospital, Chuuk
• Pohnpei State Hospital, Pohnpei
• Kosrae State Hospital, Kosrae

This small study is an initial feasibility study, designed to give some indication of the numbers of vehicles and the economics of any waste management system that might be appropriate to dealing with the problem. This study looks at two issues: what does it take to strip a typical wrecked Tarawa vehicle so that it can be recycled; and how many vehicles might there be in South Tarawa that need some waste management.

The Kiribati Chemical and Waste Management Advice and Banaba Reconnaissance consultancy was undertaken from 15–29 July 2008. The consultancy was necessary due to several hazardous waste management issues identified on Tarawa and Banaba since 2005.
