Global EEZ layer are the layers gathered from gazetted datasets that the Pacific Community (SPC) has received from the project countries. In areas where there are no gazetted datasets provisional layers are being sourced from the Global Marine Regions database (https://www.marineregions.org/).

There are two layers available, the .shp file layer and the .kml layer which are being used by partners and member states in particular FFA for the Regional Fisheries Surveillance Center (RFSC).

The Maritime Zones Act (MZA) 2018 for Cooks Islands repeals the Territorial Sea and Exclusive Economic Zone Act 1977, (Act No. 16 of 14 November 1977). It states that the territorial sea comprises of those areas of the sea;
(a) having as their inner limits the breadth of the territorial baselines and is measured from the low-water mark along the coast of the Cook Islands or where there is coral reef along any part of the coast of the Cook Islands, the low-water mark along the outer edge of the coral reef.

The Territorial Sea and Exclusive Economic Zone Act 1977, Act No. 28 of 26 September 1977 as amended by Act No. 146 of 1980 defines the territorial sea of New Zealand as those areas of the sea having, as their inner limits, the baseline which is measured from the low-water mark along the coast of New Zealand, including the coast of all islands and, as their outer limits, a line measured seaward from that baseline, every point of which is distant 12 nautical miles from the nearest point of the baseline.

Tokelau has been on the United Nations list of Non-Self-Governing Territories since 1946, following the declaration of the intention by New Zealand to transmit information on the Tokelau Islands under Article 73 e of the Charter of the United Nations.

French Polynesia was on the United Nations list of Non-Self-Governing Territories from 1946 to 1947, following the transmission of information on French Establishments in Oceania by France under Article 73 e of the Charter of the United Nations. In 2013, the General Assembly re-inscribed French Polynesia, by recognizing that “French Polynesia remains a Non-Self-Governing Territory within the meaning of the Charter”.

New Caledonia was on the United Nations list of Non-Self-Governing Territories from 1946 to 1947, following the transmission of information on New Caledonia and Dependencies by France under Article 73 e of the Charter of the United Nations. In 1986, the General Assembly re-inscribed New Caledonia, by considering that “New Caledonia is a Non-Self-Governing Territory within the meaning of the Charter”. The Administering Power belongs to France.

The Provision of the Interpretation Act 1971 defines the “Nauruan territorial waters" as:

That area of water, and the waters and subsoil beneath it, enclosed by a line every part of which is at a distance
of twelve miles from the nearest point of the outer edge of the reef surrounding the Island of Nauru which is exposed at low tide and, where there is an opening in the reef, from a straight line across the outer edge of that opening.

The Government of Fiji Gazette Supplement published the The Marine Spaces (Territorial Seas) (Rotuma and its Dependencies) (Amendment) Order 2012 which contains Fiji’s claims over its territorial sea which extends from the low-water line of Ceva-i-Ra, from the archipelagic baselines of the Fiji archipelago, and from the straight baselines of Rotuma Islands and its dependencies.
Furthermore, it states the geographical coordinates based on the International Terrestrial Reference System 2005 (ITRS2005) Geodetic Datum.

The Territorial Sea of the United States of America By the President of the United States of America A Proclamation of 27 December 1988 states the extension of the territorial sea of the United States of America, the Commonwealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, the Commonwealth of the Northern Mariana Islands, and any other territory or possession over which the United States exercises sovereignty.

Based on the Samoa Maritime Zones Order 2017 which repealed the Maritime Zones Order 2014, the points to be used for
determining the outer limits of the territorial sea are 12 nautical miles from the baseline. The list of the coordinates are stated under the Samoa Maritime Zones Order 2017.

The Maritime Zone Notification ( M.Z.N.149.2019.LOS) deposited by France contains lists of geographical coordinates of points, pursuant to article 16, paragraph 2, article 75, paragraph 2, and article 84, paragraph 2, of the Convention and describes the Decree No. 2019-320 of12 April 2019 which contains the list geographical coordinates of points concerning the outer limits of the territorial sea of Wallis and Futuna Islands.

The 12 nautical mile layer for Vanuatu was extracted from the Global Marine Regions platform (https://www.marineregions.org/) since Vanuatu has not published it officially with UNDOALOS.

The territorial sea of Tonga comprises those areas of the sea having, as their inner limits, the baseline described in sections 5 and 6 of this Act and, as their outer limits, a line measured seaward from that baseline, every point of which line is distant 12 nautical miles from the nearest point of the baseline.

The Code of the Federated States of Micronesia (FSM) was amended to include the Exclusive Economic Zone (EEZ), to increase the size of its Territorial Sea and to be inclusive of the current political status of FSM and other purpose as it deem fit (16 December 1988)

Nauru's Territorial Sea Baseline was defined using the 1993 topographic map produce by Survey Graphics Pty Ltd of Perth, Western Australia, under the direction of the Ministry of Island Development and Industry. The map is based on UTM Grid Zone 58, which is referred to the World Geodetic System 1972 (WGS 72). The WGS 72 coordinate system was then converted to WGS 84 using transformation parameters tabled on Nauru Maritime Boundaries Technical Report (TR 399).

The Republic of the Marshall Islands Maritime Zones Declaration Act 2016 (Nitijela Bill No. 13) repeals the Marine Zones (Declaration) Act 1984 and underlines the delineation and demarcation of the Republic of Marshall Islands territorial sea. It further states that the territorial sea comprises of the sea having:
(a)as their inner limits, the baseline and
(b)as their outer limits, a line measured seaward from that baseline, every point of which is distant 12 nautical mils from the nearest point of that baseline.

The Maritime Zone Notification (M.Z.N. 143.2019.LOS) states that on 28 March 2019, Australia deposited with the Secretary -General, pursuant to article 16, paragraph 2, of the Convention, lists of geographical coordinates of points, concerning the baselines for measuring the breadth of the territorial sea, as contained in the Seas and Submerged Lands (Territorial Sea Baseline) Proclamation 2016.

The lists of geographical coordinates of points are referenced to the World Geodetic System (WGS 84)

The Maritime Zones Act 2013 states that the baseline of the territorial sea of Niue is measured from the low-water mark along the coast of Niue, or where there is a coral reef along any part of the coast of Niue, the low-water mark along the outer edge of the coral reef.
