The combined Pacific EEZ layer are the layers gathered from gazetted datasets that the Pacific Community (SPC) has received from the project countries. In areas where there are no gazetted datasets provisional layers are being sourced from the Global Marine Regions database (https://www.marineregions.org/).

There are two layers available, he .shp file layer and the .kml layer which are being used by partners and member states in particular FFA for the Regional Fisheries Surveillance Center (RFSC).

Chapter 1 of Title 18 of the Code of the Federated States of Micronesia, as amended by Public Law No. 19-172 on April 28, 2017, states that the Territorial Sea is a line, every point of which is 12 M seaward of the nearest point of the baseline. Waters landward of the baseline, including the lagoons of atolls or islands, are internal waters.

The Provision of the Interpretation Act 1971 defines the “Nauruan territorial waters" as:

That area of water, and the waters and subsoil beneath it, enclosed by a line every part of which is at a distance
of twelve miles from the nearest point of the outer edge of the reef surrounding the Island of Nauru which is exposed at low tide and, where there is an opening in the reef, from a straight line across the outer edge of that opening.

Chapter 1 of Title 18 of the Code of the Federated States of Micronesia, as amended by Public Law No. 19-172 on April 28, 2017, states that the Contiguous Zone is a line, every point of which is not more than 24 M seaward of the nearest point of the baseline as defined in section 101 of this title. Within the Contiguous Zone, the National Government of the Federated States of Micronesia may exercise the control necessary to:

Chapter 1 of Title 18 of the Code of the Federated States of Micronesia, as amended by Public Law No. 19-172 on April 28, 2017, states that the Exclusive economic zone is contiguous to the territorial sea. The inner boundary of the exclusive economic zone of each island or atoll is the seaward boundary of the territorial sea, and the outer boundary is a line, every point of which is two hundred nautical miles seaward of the nearest point on the baseline.

The Marine Zones (Declaration) Act 2011 repeals the Marine Zones (Declaration) Act 1983. It states that the "Contiguous Zone" means waters beyond the territorial sea within a distance of twenty-four (24) nautical miles from the baselines from which the breadth of the territorial sea is measured.

Part 2 of the Tuvalu Maritime Zones Act 2012 states that the contiguous zone comprises those areas of the sea that are beyond and adjacent to the territorial sea, having as their outer limits a line measured seaward from the baseline every point of which is distant 24 nautical miles from the nearest point of that baseline.

Where an archipelagic baseline is declared, the outer limits of the contiguous zone are a line measured seaward from that archipelagic baseline, every point of which is distant 24 nautical miles from the nearest point of that archipelagic baseline.

Part 1 of the Tuvalu Maritime Zones Act 2012 states that the territorial sea comprises those areas of the sea having

(a) as their inner limits, the baseline, which is measured from the low-water line of the seaward side of the reef fringing the coast of any part of Tuvalu or bounding any lagoon waters adjacent to any part of that coast, or where a reef is not present, the low-water line of the coast itself and

(b) as their outer limits, a line measured seaward from that baseline, every point of which is distant 12 nautical miles from the nearest point of that baseline.

Part 4 of the Tuvalu Maritime Zones Act 2012 states that the exclusive economic zone of Tuvalu comprises those areas of the sea, seabed and subsoil that are beyond and adjacent to the territorial sea, having as their outer limits a line measured seaward from the baseline; which is measured from the low-water line of the seaward side of the reef fringing the coast of any part of Tuvalu or bounding any lagoon waters adjacent to any part of that coast, or where a reef is not present, the low-water line of the coast itself every point of which is not more than 200 nautical miles from the neares

The Marine Zones (Declaration) Act 2011 repeals the Marine Zones (Declaration) Act 1983. It states that the territorial sea of Kiribati comprises those waters having, as their inner limits, the baseline of Kiribati and, as their outer limits, a line measured seaward from that baseline, every point of which is at a distance of twelve (12) nautical miles from the nearest point of the baseline.

This dataset is a merged layer of the 12 nautical mile zone for the Pacific region. It is the combination of the original data with SPC and data from marineregion.org.

One will need to request access to this dataset.

The Tuvalu Declaration of Territorial Sea Baselines 2012 which is made under section 17(1) (A) of the Maritime Zones Act contains the Schedule of coordinates for the Territorial Sea Baselines. It also contains charts that provides a general illustration of the points on the baseline. In this Declaration, points defined by geographic coordinates are determined by
reference to the World Geodetic System 1984 (WGS 84). Points are connected by
geodesic lines realised in the WGS 84.

The Maritime Territorial Sea Baselines Notice 2013 contains in its Part 1 the Schedule of points on the baseline from which the breadth of the territorial sea of Niue is measured. Part 2 of the Schedule provides a general illustration of the points on the baselines. The baselines are referenced to the World Geodetic System 1984 (WGS 84).

Based on the Samoa Maritime Zones Order 2017 which repealed the Maritime Zones Order 2014, the points to be used for
determining the outer limits of the territorial sea are 12 nautical miles from the baseline. The list of the coordinates are stated under the Samoa Maritime Zones Order 2017.
