This report summarises the workshop approach, objectives, key learning outcomes and participant recommendations of the third Pacific Women and Fiji Women’s Fund Fiji Annual Reflection and Planning Workshop.
The workshop objectives were to:
- Enable Fiji Government, civil society and stakeholders to reflect on overall progress and key issues to advance gender equality in Fiji.
- Update grantees of the Fund on findings from its six-monthly report analysis.
The Voter Education Project was targeted at the ‘lost generation’ of Bougainville (people aged 35 to 45 years). Over 20 months, the Bougainville Women’s Federation and International Women’s Development Agency provided education about voting rights and responsibilities to 22,463 women and female youth, including 206 with disabilities and 21,368 men and male youth, including 383 with disabilities and another 53 people with disabilities. These voters were able to use these skills in the 2017 Papua New Guinea national elections.
The 2015 Bougainville election saw a record number of women candidates, and a record number of women were elected. While one in three open constituencies had at least one woman candidate, overall the results for most women in the open seats were disappointing.

This annual report notes that the eyes of the world were focused on Samoa and the wider region for the Small Islands Developing States Conference and UN Women’s Executive Director, Phumzile Mlambo Nguka’s first visit to the Pacific.
Highlights from the year included:
- The launch of UN Women’s Markets for Change project.
- A highly visible 16 Days of Activism against Gender Violence campaign.
This short policy brief states women’s empowerment is important because:
- Women’s empowerment contributes to economic growth.
- Marginalisation of women in Pacific island labour markets reduces the labour ‘talent pool’.
- The high level of violence against women is a major barrier to development.
It suggests a number of actions that can be taken:
- Temporary Special Measures to raise women’s political participation can increase women in decision making which can result in broad gains in women’s empowerment.
This paper discusses Millennium Development Goal (MDG) 3 to ‘Promote Gender Equality and Empower Women’. It examines the appropriateness of the sole indicator for political progress, the number of women elected to national political office, in the context of a future evaluation around MDG3 to be conducted by the Australian Government’s Office of Development Effectiveness.
This review involved a desk review of policies and project documents and consultations with Pacific Region Infrastructure Facility (PRIF) agency representatives and staff from other agencies working in the Pacific. It:
- Collates information about how gender concerns are considered and managed in PRIF Infrastructure programs.
- Identifies areas of good practice.
- Identifies lessons to enhance gender-responsive planning and management in Pacific infrastructure projects.
This study deals with research on eight critical areas of concern covered in the Revised Pacific Platform for Action 2005-2015: education, health, climate change and environment, economic empowerment, gender mainstreaming, leadership and decision-making, violence against women and human rights.
While gender research on each issue exists in one way or another in the Pacific, there are many unknowns as to the scope, nature, and quality of this research. This study therefore:
- Maps and provides a gap analysis of existing gender research in the eight thematic areas.
There is growing evidence that at both national and sub-national level, the social capital of urban elites (male and female alike) does not translate into votes at the ballot box. Instead, women who perform well at the polls:
- Are “of the people”, i.e. either community based or have deep connections to their electorates;
- Have strong male backers – powerful fathers, brothers, or husbands or, as the 2012 Papua New Guinea elections demonstrated, male supporters who maintain control over polling booths and coordinate the process of 'assisted voting';
This mapping paper examines the environment for women’s leadership in the Pacific. It looks at the key international and regional gender equality instruments, domestic laws, regulations and policies and development programming. These cover:
- Women’s leadership in politics and government.
- Women in the civil service and on boards.
- Women’s leadership for economic empowerment.
- Women’s leadership to improve women’s and children’s safety.
- Leadership and young women.

Pacific Women program activities support the Bougainville Gender Investment Plan, which prioritises the following objectives:
- Reducing family and sexual violence and assist survivors of violence.
- Strengthen women’s leadership.
- Improve women’s economic opportunities.

This report contains highlights for the Pacific Women in Papua New Guinea program, including the conclusion from the mid-term evaluation that the program is on track to achieve its objectives, and that the program uses evidence to inform policy and practice.

Since 2009, Australian funding has supported:
- 10 000 survivors of family violence to receive legal assistance and counselling services. 132 women from Vanuatu have benefited from the Australia Awards scholarship program.
- 2,400 women have been trained through Australian Government funded TVET Centres.
- 130 women from the justice sector have been coached and mentored in decision-making skills.
Papua New Guinea went to the polls in June–July 2017 for its ninth general election since independence. Despite a record number of women standing – around five per cent of the total number of candidates – no women were elected in any of the 111 seats.
This report draws on discussions from a debrief in Port Moresby in September 2017 with 26 women who contested the election. Participants had contested in all four regions of Papua New Guinea.

The COVID-19 pandemic has impacts beyond people’s health that affect different aspects of day-to-day life. All people will be impacted in some way and must adapt to the pandemic, however men and women – or different groups of men and women – will not all be affected in the same ways. This is due to women and men play different roles and have different responsibilities in their homes and communities.
