This report summarises the workshop approach, objectives, key learning outcomes and participant recommendations of the third Pacific Women and Fiji Women’s Fund Fiji Annual Reflection and Planning Workshop.
The primary objectives of the workshop were for participants to:
- Reflect on overall progress in advancing gender equality at various levels.

The Pacific Girl Inception Workshop was held from 21–25 October 2019 in Suva, Fiji. The week-long workshop comprised the following meetings:

The workshop objectives were to:
- Enable Fiji Government, civil society and stakeholders to reflect on overall progress and key issues to advance gender equality in Fiji.
- Update grantees of the Fund on findings from its six-monthly report analysis.
The case studies of coalitions in Fiji, Kiribati, Papua New Guinea and Tonga highlight four influential factors in the formation and functioning of coalitions:
Formative events: What brought people together to ‘do something’ in a concerted way? For example, the torture and death of a woman in a sorcery-related violence incident generated the impetus for the formation of the Papua New Guinea coalition examined in this study. Whether formative events are locally or externally driven appears to mould the future shape of a coalition and how it functions.
This short paper reflects on the experiences of 38 young, educated women in Papua New Guinea, Solomon Islands and Vanuatu. It finds that:
- Young women in Melanesia are subject to intimate forms of control. However educated and able they may be, family members continue to exert or seek to exert control over their behaviour and choices.
Adolescent girls in the Pacific face challenges because they are girls; and they can also be discriminated against for other reasons, such as having a disability or getting pregnant. In this short video, adolescent girls from the Federated States of Micronesia, Fiji, Papua New Guinea, Solomon Islands, Tonga and Vanuatu talk about the issues that are important to them – such as education and climate change, the challenges they face – such as violence in their homes and cyber bullying, and the strategies they believe will work to empower adolescent girls in the region.
This checklist proposes actions in five specific areas:
- Learn from women’s experience and support their leadership.
- Develop and implement gender-sensitive responses to COVID-19.
- Support women’ economic security.
- Prioritise support to domestic violence survivors.

The Pacific Women Advisory Group on Research is comprised of specialists in gender research expertise who have interest in the Pacific region including representatives of research institutions, development partners, civil society organisations, regional organisations, governments that are engaging in gender research as well as individual research practitioners. This toolkit is a starting point for community organisations to mainstream gender into their work. It provides a straightforward and practical framework for gender mainstreaming and a clear process for applying it within an organisation. The toolkit assumes that the reader will have a basic understanding of the concepts of gender and gender equality. Gender mainstreaming involves working through a checklist of different components and putting practical actions in place to achieve them.
This annual report notes that the eyes of the world were focused on Samoa and the wider region for the Small Islands Developing States Conference and UN Women’s Executive Director, Phumzile Mlambo Nguka’s first visit to the Pacific.

This paper supports the case for a transformative goal on gender equality, women’s rights and women’s empowerment. The case for a stand-alone gender-related goal, as well as addressing gender priorities into each goal, has been actively supported by Pacific Leaders and the women’s movement. The importance of a standalone goal in post-2015 development agenda was evident at the 12th Triennial Conference of Pacific Women held 2013.
Climate change is a real and growing threat to livelihoods, cultures, ecosystems and lives in the Pacific region. Gender and climate change are closely linked issues. Women, girls, boys, and men have different roles and responsibilities within their families and communities. As a result, each of these groups is differently affected by, and has different abilities to adapt to, the effects of climate change; and has different skills and knowledge to contribute.
The Revised Pacific Platform For Action is a regional charter developed and agreed to by representatives from all Pacific Island countries and territories. It has four strategic themes:
- Mechanisms to promote the advancement of women.
- Women’s legal and human rights.
- Women’s access to services.
- Economic empowerment of women.
In the lead-up to the Beijing Conference, the Pacific Islands region adopted the Pacific Platform for Action (PPA). Its purpose was to identify regional issues and priorities within those Critical Areas and to put them into a local context. The framework was subsequently reviewed and a Revised Pacific Platform for Action on Advancement of Women and Gender Equality (RPPA) was endorsed in 2004.
The overall goal of the Gender Equality in Political Governance program was to advance gender equality in political governance in the Pacific and its objective was to increase political participation by women as active citizens and leaders. Important strategies employed by the programme include building broad base support for women’s participation in political governance through the development of community-base level education and the introduction of temporary special measures.
The Australian Government is committed to the implementation of the Millennium Development Goals (MDGs) – agreed targets set by the world’s nations to reduce poverty by 2015. The MDGs include halving extreme poverty, getting all children into school, closing the gap on gender inequality, saving lives lost to disease and lack of health care, protecting the environment and working on a global partnership for development. Gender equality is central to achieving these goals.
