The 2010 Household Income and Expenditure Survey (HIES) is the second survey of income and expenditure in Vanuatu to provide reliable sub-national estimates, with the 2006 HIES being the first time this was attempted. The first HIES was conducted in 1985 in the two urban centres of Luganville and Port Vila. Another was conducted in 1998 but unfortunately, for a number of reasons to do with errors of estimation and observation, the 1998 HIES did not provide reliable and accurate estimates. This Household Income and Expenditure Survey (HIES) is a critical component of the work of the Cook Islands Statistics Office (CISO). The survey provides major indicators of the economic health of the nation and the well being of its people. For example Cook Islands residents (as opposed to businesses, government or tourists) consume a significant proportion of goods and services available in the Cook Islands. Changes in consumer and household spending patterns reflect changes in the economy and in individual and social behaviour.

This information will be used to guide policy makers in framing socio-economic developmental policies and in initiating financial measures for improving economic conditions of the people.

Some more specific outputs from the survey are listed below:

The main purpose of a HIES survey was to present high quality and representative national household data on income and expenditure in order to update Consumer Price Index (CPI), improve statistics on National Accounts and measure poverty within the country. These statistics are a requirement for evidence based policy-making in reducing poverty within the country and monitor progress in the national strategic plan "Te Kakeega 3".

The Household Income and Expenditure Survey (HIES) is a field operation which consists of collecting information in the households based on face to face interview.

The questions asked to the households are related to living standard conditions, expenditures, purchases, incomes.... It is the only survey conducted at a national level which deals with households habits in terms of expenditure and income. As the private and public sector, households represent an economic and social actor of the country which needed to be known.
