In 2000 SOPAC provided assistance in the development of a draft Energy Policy and plan. In 2002 FSM requested assistance in the review of the original energy plan as well and looking at the RE situation in the outer islands.
Policy and Technical Advice : Provide policy advice and training in appraisal techniques and financial/economic analysis for proposed projects. Monitor, analyse and distribute information on economic and technical performance of a range of energy supply technologies used in the region. Investigation of Oceanographic Conditions at Tongatapu Blowholes for Assessment Studies of Power Generation from Wave Energy : Project objectives are to:
(1) produce baseline data of the inshore waters of the southern coast of Tongatapu &
(2) assist investigations into the use of wave energy at the blowholes as a source of power.
In 1984, a suitable site was found to install wave recording instruments.
Installation of the Wave Rider Buoy off Avatiu Harbour : Installation of the buoys were part of SOPACS's wave measurement progarmme in conjunction with the Norwaeigian govt. Four wave rider buoys have been installed in the Cook Islands.

Feasibility of Hydroelectric Power from Tides at Fanga'uta Lagoon Entrance : The objectives are to investigate the feasibility of generating hydroelectric power using
the tidal flow in and out of Fanga'uta Lagoon and to prepare a plan identifying steps which need to be taken to proceed with this development. In its 1995 Work Program, SOPAC pledged that it would consult with Norwegian institutions on possible future, support for its work in this area and then develop proposals as appropriate.

Regional Earth Day Programme : Improved awareness of energy related issues through education.
The energy missions were programmed specifically to assist in the delivery of the Regional Biomass Resource Assessment Workshops in Samoa and Tonga. In addition to the workshop, discussions on the Training Needs Assessment on Renewable Energy, the Demand Side Management Project and other general ongoing energy activities with the countries were also held.
PIEPSAP Project: Visit to Tonga : The purpose of the mission is to discuss with energy officials and relevant stakeholders in
Tonga about the Pacific Islands Energy Policy & Strategic Action Planning (PIEPSAP) project. The mission to Tonga was undertaken from 21 to 28 September, 2004. The Tongan government is currently in the process of developing their national energy
policy. The project aims at improving the capacity of PIC's to develop national energy policies and strategic action plans to implement the policies.
