National Meteorological Services (NMS) play a fundamental role in the planning and implementation of many regional and international programs and activities. The success of these programs and activities is often critically dependent on the capacity and capabilities of the Services. It is thus
vital for the Services to be of an appropriate standard. They are also required to undertake a number of national responsibilities, or to contribute to national obligations under many international agreements and conventions. This strategy seeks to ensure their ability to fulfil these functions and obligations.
