Coral reef monitoring lias been an on-going activity in Samoa since 1997. In 1998. a pilot Village Level Coral Reef Monitoring Project (VLCRMP) was initiated in collaboration between The Fisheries Division, the Division of Environment & Conservation and the International Ocean Institute – Pacific Islands. The pilot project provided monitoring equipment and assisted in training the trainers that, in nuns trained 46 villagers from six villages selected from around the country ( Mulipola 2001 ).

Agriculture s the foundation of and heart of the rural PNG economy with over 85% of its 7.5 million people depending on the sector for their livelihoods. This sector is faced with so many challenges including climate change, lack of access to markets and so on. The access to suitable and timely information and knowledge is also seen to be one of the key drawbacks of agriculture advancement in PNG.

The Tonga State of the Environment 2018 report has been developed to answer three key questions related

The foregoing quotations, those presented to or sanctioned by governments and inter- governmental agencies on the one hand, and those contained in magazines and newspapers (as well as in the local press and on radio) on the other hand, provide one of the contexts for the present study.
