This chapter discusses advances in climate change impact, adaptation, and vulnerability assessment methods, emphasizing the growing use of risk management frameworks, stakeholder involvement, and diverse scenario approaches. These developments aim to provide policy-relevant information for effective decision-making in the face of climate change, recognizing the importance of considering non-climate factors and regional-scale scenarios.

The proposed Sustainable Highlands Highway Infrastructure Program (SHHIP) is envisaged as a ten- year, multi-partner, multi-tranche financing facility aiming to restore and upgrade the Highlands Highway in Papua New Guinea (PNG). The executing agency is the PNG Department of Works (DoW). The initial climate screening of SHHIP using AWARE determined the Investment Program to be at medium risk to climate and climate change. As a result, ADB procedures require that a climate risk and vulnerability assessment (CRVA) be undertaken during the design stage.

The combined pressures of climate change and development will not only aggravate existing challenges to the conservation of biodiversity in the Pacific, but also introduce new difficulties. The Fourth Assessment Report of the IPCC (IPCC AR4) Working Group II (2007) identifies small island states as being among the most vulnerable countries of the world to the adverse impacts of climate change. Hay, el al.y (2003) in discussing the Pacific's observed climate noted that compared to earlier historical records during the twentieth century, the southern Pacific had experienced a significantly drier and warmer climate (by 15 percent and 0.8°C, respectively).

In Solomon Islands, the Pacific Adaptation to Climate Change (PACC) project focused on food security, with a goal
‘to contribute to reduced vulnerability and increased adaptive capacity to adverse effects of climate change in
Solomon Islands’. The pilot sites for the demonstration projects were the low lying atolls of Ontong Java and, in a

Latent sea-level rise is defined here as the sea-level rise ultimately likely to occur due to emissions of greenhouse gases already in the atmosphere, i.e. if all anthropogenic emissions of greenhouse gases were to cease at a particular time, various global systems would continue to change in response to

Environment The Solomon Islands is part to various treaties and conventions related to environmental protection, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. A communication to UNFCCC, including greenhouse gas emissions and vulnerability to climate change, is expected to be submitted during 2004.

The Republic of the Marshall Islands consists of two groups of atolls and islands: Ralik in the west and Ratak to the east, within a rectangle extending 1150 km north-south and 1300 km east- west. about 3200 kilometers from Honolulu and Tokyo. Twenty-two of 29 atolls, and four of the five small raised coral islands are inhabited. The islands are typically several km long and rarely over 200 meters in width.

For Pacific SIDS, the need for adaptation to climate change has become increasingly urgent. Long-term climate changes, including the increasing frequency and severity of extreme events such as high rainfall, droughts, tropical cyclones, and storm surges are affecting the lives and livelihoods of people in PICs. Coupled with non-climate drivers, such as inappropriate land use, overexploitation of resources, increasing urbanization and population increase, development in the region is increasingly undermined.

The Fifth Pacific Climate Change Roundtable was held from 12 - 14 May 2015 at the Tanoa Tusitala Hotel, Apia Samoa. The conference was jointly organized by the PCCR Steering Committee, consisting of country representatives, development partners and CROP agencies, hosted by SPREP and Government of Samoa with major funding support from the Government of Switzerland. The meeting brought together some 183 participants from Pacific Island Countries and Territories, regional and international agencies, nongovernmental organizations, private sector, academia and development partners.

Niue consists of a single uplifted coral atoll with a unique rugged coastline. It is situated in the Southwest Pacific Ocean within the Polynesian cultural zone. The population of Niue was 2.088 at the 1977 population census, and is a declining population due to outward migration. Niue lies on the edge of the southern tropical cyclone belt, and has two distinct seasons, a hot wet season from November to March and a cool dry season from April to November. The economy is largely dependent on overseas aid. with no realistic prospect of economic self-reliance.

Global change poses enormous challenges to those responsible for managing the world's forests. There is perhaps no other ecosystem that is so closely linked to, and affected by, human induced changes to climate - being regarded simultaneously as a victim, a villain and a potential saviour. There is now a consensus that there is a discernible human influence on global climate. The form these global changes will take in the Pacific is far less certain, but the most significant and more immediate consequences are likely to be related to changes in rainfall regimes and soil moisture budgets, prevailing winds (both speed and direction) and in regional and local sea levels and patterns of wave action.
