Article is published in the Journal of  Energy For Sustainable Development This paper asserts that the current dependence of Caribbean and pacific SID's on both development assistance from donor agencies and imported fossil fuels are not coincidental, but rather, it was due to the transition of these islands from subsistence agriculture to export-oriented economies, primarily to serve the interests of more developed metropolitan countries.

This report was prepared by Murray Ward for the Secretariat of the Pacific Regional Environment Programme. On the one hand, that developing countries should agree to undertake nationally appropriate mitigation actions, reflects the enormity of the global challenge to limit global warming to 2°C (or 1.5°C which is the position of PICs) and that action by developed countries alone will not achieve this.

The document reports on the purpose of this assignment being to collect and compile the official country energy data for a forthcoming Energy Outlook and Databook for 14 Pacific developing member countries (PDMCs) of ADB1 in two phases: 1) phase 1 (one person-week) to collect the PDMC energy statistics available in Suva, Fiji Islands; and 2) phase 2 (three person-weeks) to fill the data gaps to the extent practical without visiting all countries and to analyze/interpret the data. The detailed Terms of Reference are attached as Annex 1.

This report was prepared by Theodore Levantis, Christine Groeger and Scott McNamara. The Pacific island countries rely almost exclusively on oil-based fuel for their energy needs. The recent surge in oil prices has exposed the vulnerability of these countries to the vagaries of world oil markets. The implications for import bills and for national incomes are considerable. This paper investigates these implications and explores measures for mitigating the impacts.

This report was prepared by Apruva Sanghi and Alan Bartmanovich. The supply of liquid petroleum based fuel products in OECD countries is a competitive business, with multinational oil companies such as BP, ExxonMobil, Shell and Total competing with each other to generate profits. In the remote small-island states such as in the Pacific or Caribbean, fuel markets are considered too small to have such beneficial competition.
