Development partners are working with the GoT to develop and implement the Tonga Energy Road Map.  The relevant target established as part of the Tonga Energy Road Map is to achieve a 50% reduction in diesel consumption. This is considered technically feasible by 2014/15, through a combination of demand side management (DSM), efficiency improvements (loss reduction) at Tonga Power Limited (TPL) and introducing grid connected renewable energy supply.  However, there are constraints to achieving this target that will need to be managed.

This short report was prepared by Hebert Wade for OPRET under the Fiji Department of Energy. A Renewable Energy Service Company (RESCO) is a relatively simple business since it has a narrow focus and a clearly defined scope. But creating a business plan for even a simple business is time consuming and a lot of work. The most important reason, is that making a business plan forces you to determine, closely examine and understand the important questions concerning the proposed business. Creating a business plan helps to bring the benefits and problems of the proposed business into focus.

This report was prepared by Herbert Wade and Peter Johnston for UNDP Regional Centre in Bangkok. The purpose of this assignment was to undertake a rapid needs assessment and gap analysis of the fifteen Pacific Island Countries that potentially can participate in the UNDP Asia-Pacific Regional Energy Program for Poverty Reduction (REP-PoR).  Ideally, such a study would involve travel to each country to allow extensive local input and as much discussion in-country as possible.

This REP PoR Pacific Rapid Assessment and Gap Analysis report is presented in three parts:
