Samoa has retained the same ruling governing party of the last 20 years as its government for the next five years after the general elections in early March 2006. After years in power since 1985, the Human Rights Political Party (HRPP) continues to advance its 9 focus on enhancing the macroeconomic stability of the country. Apart from reliance on traditional mainstays such as agriculture and remittances, it targeted growth led by the construction, other manufacturing, hotels and restaurants, transport and communication sectors.
There is a high level of uncertainty with the specific estimation of pollutant loads. A large body of work has
been completed that provided qualitative and quantitative data; however, the noting of data gaps and inherent uncertainties of the methods used have qualified much of the quantitative data. Much of the data are based on rapid assessment methods that utilise generic loading rates, assumed waste flow composition, typical production methods, local production rates. Unfortunately, production rate data are inconsistently available and are difficult to verify.
Recognising the problems of information management and the use of data as a resource many countries of the SPC region have expressed the desire for some form of integrated network to handle information and data relating to the resources and
environment of the Region. Accordingly SPREP commissioned this review of the current situaiton with regard to handling, storage and evaluation of such data in the countries of the region.

The EU and the Pacific ACP countries can look back on more than 30 years of cooperation in the context of the EU-ACP partnership. This long-standing relationship is based on the legacy of a shared history, common values, economic and trade cooperation. Today, developments on both sides warrant renewal of this partnership and establishment of a fully-fledged strategy on the Pacific ACP countries. This Strategic Plan for the Land Resources Division (LRD) of the Secretariat of the Pacific Community (SPC) sets out the direction of the division over the next four years (2005 to 2008). It follows and supersedes the 20012004 Strategic Plan of the Agriculture Programme and the 20012005 Strategic Plan of the Forestry Programme. It recognises the achievement of several objectives contained in these earlier documents, as well as current and emerging regional priorities in the agriculture and forestry sectors.

Trade in illegal timber throughout the Asia-Pacific region is suppressed to an extent by international policy, primarily the Convention on International Trade in Endangered Species

Canton Atoll has a single passage between the ocean and lagoon and lias conspicuous environmental gradients from that passage to the back lagoon. These gradients include the physiography of the lagoon floor, water quality, and the diversity and abundance of corals, fishes, and mollusks. The gradients can apparently be attributed either directly or indirectly to circulation
and water motion within the lagoon. Those oceanographic characteristics can, in turn, be attributed to the geological history of the atoll, including some human modification of the pass configuration.

The avifauna of the Marshall and Gilbert Islands and the sur-
Rarotonga and Aitutaki form the summits of separate
volcanic masses rising from depths of 4000 m, at which depth
the cones are 45-55 km in diameter (Summerhayes and Kibblewh
1966, 1967).The lower slopes of the cones average 15-25
increasing to 30 in the upper 750 m and becoming very steep
the surface reef is approached. The Mauke-Aitutaki line of
islands is thought to be of early Tertiary age: the surface
volcanics are much eroded, with a subdued topography, or are
capped with limestones (Wood, 1967; Wood and Hay, 1970). On
Caroline Atoll (Frontispiece) is situated at 10°00'S latitude and 150°13'W longitude in the south-central Pacific Ocean. Caroline is the southeasternmost of the Southern Line Islands, a group of 3 islands which also includes Vostok and Flint, lying 230 km to its west and southwest, respectively. Although archaeologically and geographically within Polynesia, Caroline is owned by the Republic of Kiribati (formerly Gilbert Islands).
