The second meeting of the Steering Committee for the Pacific Centre for Renewable Energy and Energy Efficiency (PCREEE) Steering Committee (SC) was held on 12th December 2017 together with the 8th Meeting of the Pacific Energy Advisory Group and the Workshop on Accelerating Renewable Energy Deployment in Small Island Developing States from the 11th – 15th December 2017 at the Novotel, Suva, Fiji.

The Petroleum and alternative liquid fuels strategies and investment plan (PET-ALT SIP) is delivered at an appropriate time as government strives to underline the importance of good governance, credible and stable policies guided by the newly developed Solomon Islands National Development Strategy 2013–2020 (NDS).

This PET-ALT SIP provides a way forward in meeting one of the 2014 Solomon Islands National Energy Policy (SINEP) goals: Increase the access of safe, affordable and reliable petroleum products and alternative liquid and gaseous fuels.

The following captures a compilation of reports on an assessment of the existing biogas program in Fiji in 2006.   A Biogas Expert from AGAMA Energy, a South Africa consulting firm was recruited by the Fiji Department of Energy to undertake the assessment of the Biogas Programme and also develop appropriate frameworks for implementation for local use.

The following survey report reviews the energy sector market and development finance institutions in seven Pacific Island Countries for establishing energy loan programs similar to the program established at the National Development Bank of Palau.

Executive summary - Economic development is a function of the resources that are available – land, sea and human; and these combined with access to markets and governance capability determines economic outcomes. Land on Pitcairn is rugged and not suited to larger-scale commercial agriculture production. The sea provides fish for personal consumption, but large scale commercial fishing is not viable. Human resources are limited, a function of a small and aging population base.

This report is the 8th population census report of the kingdom of Tonga since 1956, and the 6th census conducted by the Statistics Department. It provides administrative information and basic statistical tabulation of the 2016 Population and Housing Census of Tonga. The census date was midnight, the 30th of November 2016. Information incorporated in this report will facilitate the decision makers in Tonga with respect to the current and future socio-economic conditions in the Kingdom.

Tonga’s 2015/2016 HIES was implemented from October 2015 to October 2016 and this survey report provides an overview of the survey, a summary of the aggregated income and expenditure estimates and a brief population and income and expenditure distribution analysis. This report is the first analytical output of the survey, however there’s a multitude of opportunity for more in-depth thematic analysis and other uses of HIES data for which the survey was implemented, including:

The 2015 Census of Population, Housing and Agriculture is the third comprehensive data collection of population and housing characteristics and the first data collection of agriculture included with population and housing taken by the Republic since Compact Implementation in October 1994.

The National Statistics Office (VNSO) released the official tables and summary of key findings from the 2016 Mini-Census supported by the Government of Vanuatu. The planning and and execution of the Mini-Census began in June 2016 with the launch and fieldwork in November 2016. It is a basic household and population count to update the household list as well as an opportunity to collect basic progress indicators of the government policies and services.

This Resettlement Policy Framework (RPF) has been prepared for the Vanuatu Rural Electrification Project Stage 2 (VREP II). The RPF is a companion document to the VREP II Environmental and Social Management Framework (ESMF) (December 2016).

This report notes that in Funafuti, the use of electricity has grown at a very rapid rate over the past ten years and that this rapid growth is still continuing. In 1988 for the first time, the peak load exceeded the firm capacity of the power station.

Executive summary - A Survey of the Diaspora was undertaken to inform the Pitcairn Island Council (PIC) and the United Kingdom Government (UKG) of the potential for Diaspora migration to Pitcairn. In order for the PIC to consider the potential to increase the population count through Pitcairn Diaspora migration, information on the size, spread, potential interest, and conditions of returning was required.

A report to the Fiji Government with financial assistance from the International Development Research Centre. The views expressed in this publication are those of the author and do not necessarily represent the views of IDRC.

The project's aims were to survey current energy use and needs in selected rural areas of Fiji and to evaluate alternative sources of energy supply. In particular, an assessment was to be made of the advisability of expanding the use of biogas and the possibility of improving conditions of domestic cooking, notably through conservation.

This study was undertaken to analyze the use of energy in the household, industrial, and commercial sectors of urban Suva. It involved surveys of 1011 electrified households, 301 nonelectrified households, 76 industrial establishments, 77 commercial concerns, and 10 large office buildings. The surveys included questionnaire-based interviews, examination of premises, and the study of the records of consumption maintained by users and suppliers of energy.

This review of Renewable Energy Island (REIs) is an attempt to give an overview of initiatives within renewable energy on islands around the world. In its action plan - Energy 21 - the Danish government has decided that a Danish island as a demonstration project should become self sufficient from renewable energy sources, including transportation, within 10 years. In November 1997 the Danish island Samsoe was officially selected - among 5 candidates - to become a REI.

Executive summary - The Tokelau Government has been very vigilant in looking after its people. Tokelau people are very fortunate to have free access to basic services such as education and health. There are no extreme cases of poverty identified. The Health Programmes that have and are currently being implemented have resulted in Tokelau being free of major communicable diseases such as HIV/AIDS, Tuberculosis and Dengue Fever.
