The Government of the Republic of Palau has developed this National Spill Contingency Plan
(NATPLAN) as part of its commitment to protecting our valuable coastal and marine
resources from an eminent or substantial threat to the marine environment or public.
NATPLAN has been developed to reflect the essential steps necessary to initiate, conduct and
terminate an emergency spill response on, or into the navigable waters of the Republic of
Palau, on the adjoining shorelines, the waters of the contiguous zone or into waters of the
exclusive economic zone.
The Government of Papua New Guinea has developed this National Marine Spill
Contingency Plan (NATPLAN) as part of its commitment to protecting its and our
valuable coastal and marine resources from the threat of marine pollution
incidents.
NATPLAN has been developed to reflect the essential steps necessary to initiate,
conduct and terminate an emergency spill response on, or into the navigable
waters of Papua New Guinea, on the adjoining shorelines, the waters of the
contiguous zone or into waters of the exclusive economic zone.
This draft model law has been designed specifically for countries which have already enacted
comprehensive marine pollution legislation, and in particular the model Marine Pollution
Prevention Act prepared by SPC and SPREP, and last revised in 2002. For countries that have not
enacted marine pollution legislation of that nature, it is recommended that instead of using this
draft model law, consideration be given to enacting comprehensive marine pollution legislation

There is an increasing need for sand and gravel for building matericals in Tarawa and on other atolls. However, supplies from overseas are expensive. Furthermore, the mining of local beaches contributes to coastal erosion and lacks sufficient quantities for the current and future requirements. An answer to these problems is to source supplies from the lagoon. A purpose-built vessel capable of dredging lagoon aggregates in Tarawa and further afield is available through a European Union grant.
This document is aligned with the Terms of Reference (TOR) issued by National
Environment Services (NES) for guidance and advice in the preparation of
Environmental Impact Assessment (EIA) for the Installation of Tanker Moorings and
Construction of a Sub-sea Pipeline.
The TOR identifies all issues that need to be addressed by the EIA.
Both facilities are for the purpose of conveying petroleum fuels into onshore storage
facilities.

An Environmental Impact Assessment Report (EIA) for a proposed coastal reclamation
by Terra Holdings Limited at Kawenu Cove, Fatumaru Bay was prepared by BECON in
September 2011. The EIA Report was submitted to DEPC in October 2011. The Review

This document reports the findings of an Environmental Impact Assessment (EIA) for the
construction of a hard stand boat haul out and storage facility (here on referred to as a boatyard) in
the Vaipua area of the Vavau island group in the Kingdom of Tonga. The boatyard operation will
consist of a compacted haulage slipway, a graded and sealed land area and related terrestrial
