PEBACC - Pacific Ecosystems-based Adaptation to Climate Change - is a five year project funded by the German government and implemented by the Secretariat of the Pacific Regional Environment Programme (SPREP) to explore and promote ecosystem-based options for adapting to climate change. The amended Code of the Federated States of Micronesia states in section 104 that the exclusive economic zone is contiguous to the territorial sea.
