The Fisheries Department is the sole agency responsible for the control (regulation), development and management of the fisheries resources within Vanuatu. However, consideration of the impacts from developments on the environment is the responsibility of the Environment Unit of the Ministry of Natural Resources. Resources are usually under common law and under the power of the state, so this was a paradigm shift. Matter and energy budgets for coral reefs, their components, and the world around them can, do, and must balance in a theorical context (Smith and Kinsey, 1988). In this paper, we will try to
establish nitrogen, phosphorus and silica budgets between ocean and lagoon waters of Tikehau atoll in the purpose to learn more about the functioning of coral reef lagoons. Nutrient concentrations (dissolved components and particulate organic matter) were measured in the lagoon and in the surrounding oceanic surface waters between 1983 and 1987.

This draft model law has been designed specifically for countries which have already enacted
comprehensive marine pollution legislation, and in particular the model Marine Pollution
Prevention Act prepared by SPC and SPREP, and last revised in 2002. For countries that have not

An Environmental Impact Assessment Report (EIA) for a proposed coastal reclamation
by Terra Holdings Limited at Kawenu Cove, Fatumaru Bay was prepared by BECON in
September 2011. The EIA Report was submitted to DEPC in October 2011. The Review
Committee met on 4 November 2011 as per section 22 subsections (1) and (2) of the
Environmental Management and Conservation (Amendment) Act No 28 of 2010 and
section 12 (b) of the Environmental Impact Assessment Regulations Order No of 2011.

Fish communities in the lagoon of the Tikehau atoll were studied by only a few researchers. Harmelin-Vivien (1984) studied the distribution of the main herbivorous families (Scaridae and Acanthuridae) in the lagoon and on the outer slope to 30 m in depth. The total fish community of the outer slope was studied by Galzin (1985, 1987) at 12 m in depth. These studies were carried out in the southwestern part of the atoll. The coral reefs offshore of Saipan and Tinian are most abundant on the islands' western shores. Off Saipan, the combination of fringing and barrier reefs offers the most diverse coral habitats in the Commonwealth.
